警察干预家庭暴力实证研究——基于江苏四地(市)的调查

Empirical Study on the Police Interfering Family Violence——Based on researches of four areas (cities) in Jiangsu

通过调查,结果显示:虽然警察对家庭暴力及司法干预有一定的认知,但因为认识不到位、培训不重视、立法不完善、机构不健全等,造成警察干预家庭暴力的意识、能力有欠缺,干预措施、尺度、目的有偏差,多部门合作有困难。建议重视警察干预家庭暴力意识和能力的提高,探索警察办理家庭暴力案件的处置规范,设立专门的防治官和建立家庭暴力事件信息库,发挥警察干预在反家暴立体网络中的作用,制定专门的家庭暴力防治法。

Through researches,we got the following results： the police have certain awareness about family violence and judicial intervention,but the police have deficiency in the awareness and ability to intervene,deviation existed in the action,levels,goals of intervention,difficulties remaining in cooperation of several apartments,which are resulted from lacking of acknowledgement,the ignorance of training,the faultiness of legislation,and the imperfection of the organization etc.The writer advises to pay more attention to the enhancements of the police＇s abilities and awareness in family violence,research on the disposition standard about the police interfering with cases about family violence,set special control officer,build information bank for violence cases,making the police come into play,and formulate specialized Family Violence Prevention Act.
