At the beginning of this new era, the Central Government has timely issued the western Development Policy. The improvement of the economic performance in less-developed areas of western China will not only influence the harmonious development of the regional economy,but play a significant role in the developmnet of national economy from the strategic point of view. IT(Information Technology),as a guide of hi-tech,adds a vital effect to the economic performance in western areas. Therefore, a theoretical and practical analysis on IT and its application in promoting economic performance in western China will benefit us much in proper handling of the realistic strategy for the economic growth in western areas.
