农村上访专业户形成的原因及对策分析

An Analysis of Causes of Rural Petitioners Formation and Countermeasures

农村权力结构和资源配置方式、压力传递型信访治理体制、上访者与政府官员和信访干部互动所形成的政治心理结构是农村上访专业户形成的深层原因。解决农村上访专业户问题应从以下几个方面着手:"跳出信访抓信访",着力从源头上杜绝或减少上访专业户的产生;探索多种办法,大力推动"事要解决";构建多方参与、共同治理的信访处置网络;强化司法救济,依法规范农民上访行为;建章立制,引导信访工作步入制度化轨道;拓宽信访渠道,信访工作关口前移,重心下移;切实加强领导,党政齐抓共管,将基层信访工作落到实处。

The political psychology structure formed under the rural power structure and the allocation of resources,pressure transmission type management system,the interaction among petitioners,government officials and petition cadres in charge is the deep reason of rural petitioners formation.To solve the problem of rural petitioners,the following aspects should be done： to solve the petition not limited to petition,to prevent or reduce the petitioners from the source;to explore a variety of ways,and vigorously promote to settle down the issue;to construct multi-party participation,joint governance petition disposal network;strengthen the judicial relief;to specify farmers＇ behavior in accordance with the law;to set up the legislations and regulations;to guide the petition work into institutionalized orbit;to broaden the channels of petition to advance the petition work and lower down the center of gravity;to strengthen the joint administration of leadership,government,and grass-roots petition work.
