强化药事管理 合理降低医院药占比

Decreasing drug proportion reasonably by strengthening pharmacy administration

2008年1月～2012年12月,为了有效控制药品费用增长过快和逐渐缓解患者看病贵问题,北京市上地医院通过强化药事管理,采取了有效合理降低药占比的一系列措施和方法。制定合理的药品准入制度和定期调整药品目录结构,严格执行《处方管理办法》,强化合理用药宣传和实行药占比控制考核,制定抗菌药预防用药和使用药物方案实施细则,实行药品动态管理超常预警制度。北京市上地医院药占比呈逐年下降趋势,门诊处方平均金额和住院处方平均金额的上涨得到了有效控制,减少了临床用药的不合理现象,也相应降低了患者药品费用支出。

In order to effectively control the increasing of drug costs and gradually solve the problem of ＂expensive medical service＂, Beijing Shangdi Hospital took a series of reasonable measures and effective methods to decrease drug proportion in our hospital by strengthening pharmacy administration from January 2008 to December 2012 as follows. Establishment of the rational drug access system and periodical adjustment on the drug directory and structure, strict implementation of the Administrative Rules on Prescriptions, intensive publicity of the rational use of medicines and performanee on eontrolment of the drug proportion, establishment of the detailed rules for clinical and prophylactic us- es of antibacterial drugs, developing an extraordinary drug-use warning system of dynamic management. The drug pro- portion of Beijing Shangdi Hospital presented a declining trend year by year. Regarding the average prescription amount of outpatients and inpatients, the increasing trend was effectively controlled. In addition, the irrational phe- nomena of clinical drug uses were reduced with drug expenditure accordingly.
