摘要
总量控制制度是我国一项重要的环境管理制度。文中先对总量控制的内涵、分类以及发展过程进行综述,然后就徐州市实施污染物排放总量控制以来存在问题进行分析,提出完善总量控制运行机制的措施及建议。
Total quantity control of pollatant discharges is an important environmental protection system in China. The connota tion, classification and development process of the total quantity control was firstly reviewed in this paper. Afterwards the problems existed in introduction of total quantity control of pollutant dischaes were analyzed in the city, and the measures and advices were proposed for perfecting the operation mechanism of total quantity control policy.
