Public Property Right and Private Property Right in the Modern Market Economy

现代市场经济中的公有产权与私有产权既不是截然分开、毫无联系的两个封闭体系 ,也不是绝对对立、经纬分明的两个独立板块 ,二者之间有千丝万缕的复杂联系 ,并且存在着一个相当宽阔的中间地带。由于对此缺少清醒认识 ,面对市场经济中高度多样化的产权安排 ,一些人否认公、私产权的本质区别 ,将二者混为一谈 ;另一些人则因非此即彼的思维定式而经常地陷入困惑与迷茫之中。本文讨论了现代市场经济中公、私产权从量变到质变的连续谱系 ,希望能够为克服上述认识误区有所帮助。

In the modern market economy, the public property right and private property right are neither two separately closed systems, nor two antagonistic plates. As a matter of fact, a very complicated connection, and a very broad zone exist between the two. Lacking a clear understanding of this issue, when dealing with the highly diverse property right arrangements in the market economy, some people trend to deny the essential distinction between public and private property rights, while others found themselves constantly confused and lost in this aspect because of their ' either this or that' mindset. This paper discusses the continuous spectrum of change of public and private property rights from quantitative to qualitative in the modern market economy, hoping to facilitate the remedy of the above conceptual misunderstanding.
