县级财政可持续发展研究——以湖北省秭归县为例

Research for Sustainable Development of the County-level Finance ——Zigui County of Hubei Provinceasan Example

位于湖北省西部的秭归县近年来依托三峡工程的连带效应,经济发展日趋迅速,虽然不断提高财政推动经济发展的能力,但是财政体制和管理仍有不适应形势发展的地方。对秭归县财政收支进行一些思考,期望通过分析秭归县地方财政的现状和发展障碍,探索三峡库区县级财政可持续发展的思路,并为与秭归县相类似情况地区的发展提供相关借鉴。

Zigui County,located in the west of Hubei province,in recent years,relying on the joint effect of the three gorges project,the economic development has been increasingly rapid.The ability of finance to promote economic development has been constantly improved,but the financial system and the management still can not adapt to the situation of the development.The author thinks deeply about financial revenue and expenditure of Zigui county,and expects to explore the train of thought for the sustainable development of the county-level finance in the three gorges reservoir area through the analysis of the status quo and development barrier of local finance in Zigui,and provides relevant reference for the development of the region which has a similar situation with Zigui county.
