摘要
人才的竞争是企业竞争的核心,要正视我国烟草行业整体的人员队伍状况,更要清醒认识烟草行业人才竞争的趋势,转变传统的人事管理意识,加大人力资源开发的力度,建构现代人力资源开发的新框架。要摒弃传统观念,树立"以人为本"的人力资源价值观;要转变传统人事部门的管理角色;要深化改革,建立科学的岗位评价体系和绩效管理体系;要建构适合行业发展需要的人才开发和管理框架体系。
The competition of talents is the heart of the competition of enterprise.We need to face up to the whole of Chinese tobacco industry personnel status, know the tendency of tobacco industry's competition of talents, transform the traditional personnel administration recognition, strengthen the human resource exploitation and build a new frame of modern human resource exploitation. It is necessary to abandon the traditional view, build up a people-oriented view of human resource, change the traditional personnel management role, deepen the innovation, set up a scientific job evaluation system and performance management system and build up a talent development and management frame system which suits the need of the development of this industry.
