东北国有林区发展改革的思考

本文根据东北国有林区存在的主要问题和国家发展的新形势,将东北国有林区的战略地位和作用界定为建设国家生态屏障和木材战略储备基地,并据此提出了东北国有林区发展改革的主要方向:将国有林业局的社会职能全部移交给当地政府,将经营性企业剥离出去组建公司,自主经营、自负盈亏;改革后的国有林业局,主要职责是保护、培育森林资源,承担起建设国家生态屏障和国家木材战略储备基地的责任。
