The appearance of Northwest Associated University resulted from the strategy of the National Government in the period of the war of resistance against Japan, instead of the independent academic growth. Its organization form caused its following complicated development and depression. Lack of academic independence made Northwest Associated University in the rootless state, which couldn＇t hold the university together. Then, few people paid attention to it. Administrative power played the important role in the rise and fall of Northwest Associated University, and the government took all the merits and faults. Moreover, the modern university system to ensure academic awareness and independence wasn＇t constructed in Northwest Associated University. Therefore, the sustainable high-quality u- niversity couldn＇t supported only by the administrative power; constructing the modern university system is the general code to improve the quality of university.
