民国时期教育行政体制改革失败原因再探

Reanalysis on the Causes of the Failure of the Reform of Educational Administration System in the Early Period of the Republic of China

20世纪20年代末由国民党政府中若干持教育独立思想的教育家主导、以法国教育行政体制为样板的教育行政体制改革之所以失败,基本原因是缺乏必要的社会基础:改革宗旨与中国近代教育改革的主题、政治环境相悖;缺乏广泛深入的教育观念变动和改革经验积累;缺乏宽松、自由的改革环境。

In the late 1920s, the reform of educational administration system is a nationwide reform dominated by a certain number of educators holding the concept of independent education in the National Government at Nanking, and using French educational administra- tion system as its model. The root cause for the failure of the educational reform was lack of necessary social foundation, and the aim of the reform is contrary to the theme and political environment of educational reform in modern China; it was short of extensive and in-depth changes of educational concept and reform experience accumulation; besides, it is deficient of relaxed and free reform environment.
