改进群组G1组合赋权的省级科学发展评价模型及应用 被引量:19

The evaluation model of scientific development concept for Chinese provinces based on combination weighting of improved Group-G1 and its application

摘要 根据科学发展观内涵,以权威机构典型观点的高频指标为基础,从经济、生态、社会、人的全面发展、科学技术等五个方面构建了省级行政区科学发展综合评价指标体系.运用标准差修正群组G1组合赋权的方法对评价指标进行赋权,建立了改进的群组G1组合赋权的科学发展评价模型,并对中国14个省级行政区的科学发展状况进行实证研究.本文的主要创新与特色一是对专家给出的不同排序进行一致性检验,淘汰不通过一致性检验的专家排序,避免指标排序出现逻辑混乱问题.二是通过循环修正的思路统一通过一致性检验的不同专家对两个指标重要程度的排序,得到集合不同专家意见的一个统一排序,解决了群组决策中专家排序不一致的问题,三是通过相邻两个指标的标准差的比值确定G1赋权法的指标之间的重要性比率,避免了现有研究中G1赋权法重要性之比人为主观确定、随意性大的问题,解决了主客观权重的客观分配问题. According to the connotation of scientific outlook on development, this paper constructed the comprehensive evaluation index system for provinces from economy, environment, society, the all-round human development and the technological development on the basis of the authoritative organization in- dices. To make the weights by improved Group-G1 and build the evaluation model of scientific development concept based on improved Group-G1, and then the model was applied to 14 provincial level administra- tive regions of China. The special and contribution of this paper lie on three aspects: Firstly, it made a consistency test on different expert orders and eliminated the expert order that didn't pass the consistency test to avoid logic chaos of index orders. Secondly, it used the train of thought on revise circularly to unify the two index importance orders of different experts that passed the consistency test and get a unified order gathering different expert advice in order to solve the problem of expert inconsistency during group decision-making. Thirdly, it avoided the subjective determination problem of G1 weighting and settled the objective allocation problem of subjective and objective weights through determining the G1 importance ratio of the indexes by the standard deviation ratio of two adjacent indexes.
