Survey report of the livelihood issues in shanghai in 2012

在经济发展的基础上,着力保障和改善民生,是全社会广泛关注的问题。上海市人民政府发展研究中心连续多年对上海市民进行抽样调查,以问卷调查的方式对上海市的民生状况和民生需求进行了调研分析。在考察居民对自身"生活变化"、"现状满意度"、"阶层意识"、"信心变化"四个方面进行主观评价的基础上,构建了上海市居民对民生状况的综合评价指数,分析了近三年的民生发展情况和2012年出现的新变化;从关注率和关注强度两个维度,考察居民对十大类、51项具体民生问题的关注程度,分别筛选出关注率和关注强度最高的前十大民生问题,并分析了近三年这些问题的变动趋势和2012年的新特点;针对调研中反映出来的积极变化和需要进一步改善的问题,就如何进一步提升上海民生状况和民生满意度给出了对策和建议。

How to ensure and improve the people＇s livelihood on the basis of economic development attracts wide-spread public attention. The Development Research Center of Shanghai Municipal People＇s Government kept survey sampling the livelihood conditions and demands of Shanghai citizens in the past few years. The selected citizens were asked to assess their life changes, satisfaction of current livelihood condition, class consciousness, and changes in the self-confidence from their own perspectives. After investigating the first-hand results, we construct a comprehensive evaluation index for the livelihood condition in Shanghai and analyze the livelihood development in the past 3 years and new variations in 2012. On the other hand, among 51 specific livelihood issues belonging to 10 major categories, top 10 issues are selected according to the frequency and the strength of the public attention, respectively. The evolution trend of those issues in the past 3 years and new characteristics in 2012 are also analyzed. Finally, for the positive changes and issues that need further amelioration revealed by this survey study, several and suggestion are provided to improve the livelihood condition and satisfaction.
