试论美国工程伦理的存在和发展——基于系统的观点

On the Existence and Development of Engineering Ethics in the U.S. from the Viewpoint of System

美国的工程伦理之所以能够存在并不断发展,依赖于特定的理论背景、传播载体和保障机制。"作为职业的工程"理念是工程伦理的学理基础,工程总论书籍和课程为工程的职业理念传播提供了载体,包含伦理内容的工程职业认证制度是工程伦理的制度保障,此三者共同构成的系统促成了美国工程伦理的存在和发展。从系统的视角研究美国工程伦理的重要启示在于:中国的工程伦理建设应该关注系统的观点,逐步建立支撑工程伦理存在和发展的完整系统。

The existence and development of engineering ethics in the U. S. rely on the specific theoretical background, communication carriers and guarantee mechanism. The idea of ＂engineering as a profession＂ is the theoretical basis of engineering ethics. Books and courses on general engineering provide with a propagation carrier for this idea. And the engineering professional certification including ethical contents is the system guarantee for engineering ethics. The above three aspects together form a system contributing to the existence and development of engineering ethics in the U.S.. The significance of this article is that the viewpoint of the system should be concerned and a complete system is needed to support for engineering ethics in China.
