国内环境规制对纺织服装出口贸易影响的实证研究

Empirical analysis of effect of environmental regulations on export of China′s textile and garment

环境规制作为政府的社会性干预行为对我国的产业经济与贸易会带来影响。以纺织服装产业为例,探讨了国内环境规制对其贸易的影响。建立纺织服装行业的环境规制强度指标体系,在分析环境规制与贸易的作用机制的理论基础上,利用计量经济模型实证分析环境规制对纺织服装出口贸易的影响。研究认为,目前环境规制对纺织服装出口贸易表现出负效应,环境成本的提高使纺织服装产品丧失了价格优势,致使出口受阻。这种负作用只是短期效应,从长期来看,随着行业环境标准的逐步完善,环境规制得到严格落实,纺织服装产品将具备国际环境竞争力,不受国际市场上绿色贸易壁垒的限制,有利于产品的出口贸易。

As the government＇s social intervention, the impact of environmental regulations on industrial economy and trade is an important and worthy-of-discussion issue. Textile and garment industry is taken as an example to explore the impact of domestic environmental regulations on the trade. On the basis of builoling of the strength index system of environmental regulations and analysis the theoretical basis of acting mechanism of environmental regulations on the trade, metering econometric models is used to investigate the impact of environmental regulations on textile and garment export trade. Studies suggest that the impact of environmental regulations on textile and garment export trade is negative. The raise of environmental cost makes textile and garment products loose their price advantage and suffocate the export. However, this negative effect is only temporary. Form a long-term perspective, with the gradual perfecting of the standard of the industrial environment and strict implementation of environmental regulations, our textile and garment products will have the international environmental competitiveness. This will lead to freeing from the restrictions of green trade barriers on the international market and be conducive to the export trade.
