“活私开公”:东亚志愿主义发展的新路径

“Activating the Private and Opening the Public”:A New Path for the Development of Volunteerism in East Asia

长期以来,东亚在"立公灭私"和"立私灭公"的语境下,其社会的"志愿主义"发展受到极大的抑制,现有的少数志愿行动亦被压缩在"无私利他"范围内,难以展开。如何在"活私开公"的理念下,推动东亚志愿行动从精英转向普通人,努力从普通个体公民真实的生活中开出公共性,从小团体"共同性"中开出公共性,便成为东亚社会"新公共性"构建的关键。东亚应努力走出公私间的紧张与对立,在"活私开公"中奠定志愿主义的基础,并进而实现制度创新,寻求东亚志愿行动发展的新路径。

The development of social ＂volunteerism＂ has been greatly inhibited in East Asia for a long time in the context of ＂the pro - public/anti - private＂ or ＂the pro - private/anti - public＂, a small number of voluntary action has also been compressed in the ＂selfless altruism＂ range. It is the key issue for the society in East Asia to construct the public how to promote the voluntary action from the elites to the ordinary people, and to open the public from the real life of the individual citizens under the concept of ＂activating the private and opening the public＂. East Asia should lay the foundation for volun- teerism by ＂activating the private and opening the public＂, and then find new ways for the development of volunteer activi- ties through institutional innovation.
