我国应急预案管理的问题及对策

近年来,我国各级应急预案的编制工作取得了重大的进展,许多组织通过应急预案规范化、简约化、牌板化不断提高预案的实用性。但是在预案管理过程中出现了一些问题,如:预案内容雷同,脱离实际;不同层次、类型预案之间链接融合性不够,缺乏标准化交互程序;缺乏培训、演练等预案管理内容。针对这些问题,应急预案管理应增加预案中的应急准备,加强预案演练和预案的动态管理,使预案符合实际,能更快速、更科学地指挥应急行动。

Recently, emergency planning at all levels in China has a significant progress and the system of emergency develops in multi - level. Many institutions improve the efficiency of emergency plan by standardization and simplification of planning. Some problems of emergency planning management （EPM） still exist, for instance, the homogeneous con- tent of plan, out of reality, lack of combination among different levels and types of plan, short of standardized interactive program, plan exercises and training. The next step to improve emergency planning management should increase emer- gency preparedness, and strengthen plan exercises and EPM continually. Thus emergency plan will be adapted to reality and its function will be performed more quickly and effectively.
