全球气候变化治理组织与中国在气候治理中的角色

Organization of Governance for Global Climate Change and the Role of China in the Governance

当代国际社会面临一个巨大挑战:以主权国家为主体的世界应如何妥善解决跨国界的全球性问题。本文针对该挑战不但提出了建立一个WTO模式的治理组织的解决方案,还针对体制建设上存在的问题提出三点应对措施:第一,建立如WTO模式的经济法律体系;第二,发达国家与发展中国家形成团体共享排放额度;第三,借鉴和整合现有的排放贸易组织。只有这样,中国才能在气候变化治理中维护自身利益和充分发挥自身重要作用。

The climate change issue is related to the coordination of national and global interests. In a world with sover- eign state as its main players, how to properly solve the cross - border global problem.9 The establishment of a WTO - model Global Climate Change Organizations is worth of considering. There are three points of institution - building meas- ures： first, the establishment of WTO - model economic and legal system; second, the formation of shared emission credits between developed and developing countries ; third, learn from and integrate the existing emissions trading organ- izations. Only in this way can China neither safeguard its national interests nor fully play the role of big power in the field of climate change.
