建立和完善党的群众路线教育实践活动常态化机制,是由中国共产党的阶级性质和党的制度建设的基本特征决定的。建立和完善党的群众路线教育实践活动常态化机制,必须建立和健全党员干部的群众路线教育培训机制,激发密切联系群众的主动性;建立和完善党员干部联系与服务群众的工作机制,保持与人民群众的经常性联系;建立和完善群众利益保障及多渠道利益表达机制,使人民群众享有充分的知情权、发言权和监督权;建立和完善联系群众的信息网络平台沟通机制,保证党的政治社会化功能的充分发挥;建立和健全监督约束机制,强化党员干部联系群众的自觉性;建立和健全激励评价机制,提高党员干部密切联系群众的积极性。

Establishing and improving the party＇s mass line education practice normalization mechanism, is determined by the class nature of Communist Party of China and the basic characteristics of the party＇s system construction. Establishing and improving the education practice normalized mechanism of the party＇s mass line, must establish and improve the mass line education training mechanism of the party members and cadres, stimulate the initiative of close ties with the masses. Establishing and improving the work mechanism of party members and cadres to contact and service for the masses, need to maintain regular ties with the masses of the people. Establishing and improving public interests protection system and the channels for interest expression mechanism, need to let the mass people enjoy the full right to know, to say and to supervise. Establishing and improving ties with the masses of information network platform communication mechanism, must ensure the party＇s political socialization function. Establishing and improving the supervision and constraint mechanism, should strengthen the consciousness of the party members and cadres to contact the masses. Establishing and improving the incentive evaluation mechanism, need to boost the enthusiasm of the party members and cadres＇ close ties with the masses.
