Re employment in Yantai: Contradictions and Innovations

目前下岗与失业人数多 ,分布集中 ,再就业面临的问题主要是经济结构优化与下岗失业人员的“体制内安置”的矛盾 ,下岗失业职工再就业与隐性就业的矛盾 ,产品产业升级与再就业的矛盾 ,保障基本生活与再就业工程资金运用的矛盾 ,下岗失业人员素质偏低、知识结构老化与发展新兴产业的矛盾。解决这些矛盾要通过培育和发展中小企业、鼓励优势劳动者主动下岗创业、少下岗多失业、下岗职工由市区向周边地区转移、提高培训质量等制度创新完成。

There are at present quite a few people that are laid off and unemployed. The problems re employment is faced with are reflected in the following contradictions: (1) optimization of the economic structure and arrangement of the laid off and unemployed in their own industries; (2) re employment and recessive employment; (3) upgrade of products/industries and re employment; (4) guarantee of living wage and application of re employment funds; and (5) lower quality of the laid_off/unemployed and development of new industries. The contradictions may be resolved, as suggested in the present paper, by (a) developing small and medium sized enterprises, (b) encouraging laborers with advantages to lay themselves off to establish a business, (c) laying off less and un employing more, (d) shifting the laid off from urban districts to peripheral areas; and (e) improving training quality.
