中俄东部区域合作问题探析

An Analysis of Sino-Russian Regional Cooperation

中俄关系是影响国际政治格局的最重要因素。两国对世界历史进程、全球经济和国际贸易以及其他领域的影响力不断上升。目前,从总体来看中俄区域合作发展顺利,但由于刚刚起步,问题和矛盾仍然十分突出,尤其是《中华人民共和国东北地区与俄罗斯联邦远东及东西伯利亚地区合作规划纲要(2009—2018年)》的落实较为缓慢。由于人口、移民、投资不足等问题导致的俄罗斯东部地区发展落后以及包括俄罗斯地区投资政策在内的一系列行政壁垒制约着中俄区域合作。如果俄罗斯不采取措施改变中俄地区贸易已成为"单行道"的不利局面,俄东部地区将不可避免地长期处于落后地位。

The Sino-Russian relations are the important factor that has an influence upon international political structure. The two countries have made their influence constantly rising in the course of the world history, global economy, international trade and other fields. At present, the Sino-Russian regional cooperation as a whole is developing smoothly, but the problems and contradictions are still projecting, especially implementing the Essentials of Regional Cooperation Programs between the Northeast Region of China and the Russian Far East and Siberia(2009-2018) is slower, because their cooperation just starts. The problems such as not enough population, immigrants and investment lead to the backward development of the east area of Russia and a series of administrative barriers (including Russia’s regional investment policy) restrict the Sino-Russian regional cooperation. If Russiadoes not adopt some measures to alter the unfavorable situation of the Sino-Russian regional trade which has become a one-way road, the east area of Russiawill be inevitably in a backward position for a long time.
