This article investigated and analysed the commercial development in the Kang And Qin Dynasty's Heyday. The author thought that the enlightened politics and lifted ban accelerated the development of commerce and trade, promoted the development of the market system and national trade, which impelled to infiltrate commercial capital into industrial capital and founded the basis of national commercial capital growth.
