关于图书馆战略的若干思考

Reflections on the Strategy of Library

从战略层面看,柯平教授所谓图书馆的"体系"、"文化"、"文化软实力"和"公民文化权益"两个基本保障等三个方面,必须予以重视并深入研究的观点,缺乏当前图书馆数字化转型的时代特点,值得商榷。如果承认图书馆数字化即数字图书馆是图书馆发展的一个必然趋势,则明确在数字图书馆的条件下,数字图书馆与传统图书馆,图书馆与读者、出版商,国家图书馆与基层图书馆等三个新型关系,才是研究图书馆战略所必须高度关注的当务之急。

From the strategic level, professor KePing＇s so-called library ＂system＂, ＂culture＂, and two basic security： ＂cultural soft power＂ and ＂citizens＇ cultural rights ＂, the viewpoint that it must be attached importance to and researched is questionable, because it is lack of era characteristics of current library digitization transformation. If we admitted that the digital library is an inevitable trend of library development, we should clear that under the condition of digital library,the three new relationship such as digital library and traditional library, the library and readers, publishers, national library and basic-level library etc., are the urgent affairs that the library strategy must be paid high attention to.
