摘要
本文着重介绍了三明市国有森工企业推进林业政企分开 ,培育骨干企业、中小型企业的改制 ,发展商品林基地和开发山区的森林景观等改革实践 ,探讨分析了林业政企分开、林业社会负担、经营管理、生态效益补偿和思想观念等问题 ,并提出了深化改革的一些对策及思考。
This paper introduced reforming practice of state-owned forestry enterprise of Sanming city including carrying departure between government and enterprise ahead,cultivation of backbone enterprise,rebuilding of middle or small-type enterprise,development of commercial forest bases and exploitation of forest landscape in mountainous region. The departure between government and forestry enterprise,social load of forestry,forestry management,compensation of ecological benefit and ideas et al were deeply analysed. Some countermeasures and thoughts on deeper reforming were also put forward.
