珠海市专利申请态势分析及对策研究

Analysis of Patent Application Situation and Countermeasure Research in Zhuhai City

本文对珠海市1986-2012年间专利申请量的变化趋势、专利申请结构、创新技术领域分布等情况进行了调查分析研究,发现:(1)自1986年以来,珠海市专利申请呈持续增长趋势,在2004年前增长速度较为缓慢,在2005-2008年、2010-2012年2个时间段内出现了两次增长高潮;(2)珠海市实用新型专利申请量明显高于发明专利和外观设计专利的申请量,非职务型专利申请比例低于全国平均水平。根据以上结果,建议:(1)珠海市可以专利政策引导产业结构优化,刺激龙头企业的创新能力的建设,形成珠海市核心科技竞争力;(2)通过政策带动企事业单位、高校、其他学术团体等全方位的科技团队投入珠海市自主创新能力的提升;(3)专利政策体系应在"量"的基础上侧重于对专利申请"质"的方面的促进。

The thesis investigated and analysed the variation tendency of the number of patent applications, patent applica-tions structure, the distribution of technological innovation between 1986 to 2012. The results showed that： （1） Since 1986, the number of patent applications continued to grow. The growth was slow before 21304, but from 2005 to 2008 and from 2010 to 2012, the amount of applications increased rapidly in Zhuhai. （2） The amount of utility models patent applications was signifi-candy higher than the amount of invention patent and design patent applications in Zhuhai and the proportion of non - service patent applications in Zhuhai was below the national average. Based on the results above, the author suggested that： （1） In order to form the core technology competitiveness, the gavemment can use patent policy to guide the opthnization of industrial structure and stimulate the leading enterprises to build innovation capability. （2） Through making use of policies to drive enterprises, universi-ties and other academie organizations to enhance the capability of independent innovation. （3） Patent policy system should focus on promoting the ＂quality＂ of the patent applications on the basis of the ＂quantity＂.
