摘要
我国在离岸数据中心业务监管方面的法律法规、管理手段、技术手段等都处于空白或不完善的状态。为了及时发现并评估此业务开放可能出现的各类安全问题、监管问题以及对行业带来的影响,我们需要全面、客观、规范地对离岸数据中心业务开放的优劣势及可行性进行缜密的论证,并在论证的基础上对业务开放的先决条件及准备工作进行分析。
It is needed to establish rules as well as management and technological tools for the regulation of offshore data center in China. In order to discover and evaluate the various problems that may be brought by the opening of this service, we carry out the analysis of advantages, disadvantages and feasibility, and put forward related suggestions.
