科学发展观坚持"以人为本"为核心,这是马克思主义中国化的新实践。它既坚持马克思主义基本观点,又体现了中国的具体实践,是马克思主义基本原理与中国实践的统一;它坚持了历史唯物主义的基本理论,又考虑到中国的具体国情,体现了辩证唯物主义世界观与方法论的统一;它反映了我们党的根本宗旨和执政理念,是我们党价值观与政绩观的统一;"以人为本"将社会的发展和人的发展结合起来,是社会发展与人的发展的统一体。
