由于历史和现实的因素,关系民生的老区农村教育问题仍然比较突出。解决好这一问题,促进老区农村教育发展,改善教育民生,必须着力改善农村学校的办学条件,落实老区农村学校发展的民生工程;推进素质教育实施,完善农村学校管理,落实老区农村学生收益的民生工程;巩固农村教育成果,规范老区城乡义务教育服务均等化、推进教育公平;完善农民职业教育与技能的培训机制,切实提高老区农民从根本上改善民生的就业创业能力;加大农村教育师资建设力度,逐步改善老区农村教师生存状况。
