形势的发展、事业的开拓、人民的期待,要求党的反腐倡廉工作必须常抓不懈。全面推进惩治和预防腐败体系建设的重要功能在于它是巩固党的执政地位、贯彻落实科学发展观、构建社会主义和谐社会的必然要求,其紧迫性缘于党内消极腐败现象依然存在、反腐倡廉建设制度未臻完善、现有惩治和预防腐败机制尚不健全。党的十八大报告就全面推进惩治和预防腐败体系建设所作出的明确规划和部署,为新形势下开展反腐倡廉建设、规划全面推进惩治和预防腐败体系建设路径提供了明确的思想指针。

The development of the situation, the exploration of the cause, the expectation of the people,re- quire that the party＇s anti-corruption work must be constant attention and unremitting. The important func- tion of comprehensively promoting the construction of punishment and prevention system against corrup- tion is that it is inevitable demand of consolidating the party＇s ruling position, carrying out the view of sci- entific development,building a Socialist harmonious society. It＇s urgency due to negative corruption phe- nomena within the party continues to exist,the construction of anti-corruption and advocating incorruption system is underdeveloped, the existing mechanism of punishment and prevention against corruption is not perfect. The CPC＇s eighteenth Congress makes clear planning and deployment on comprehensively promo- ting the construction of punishment and prevention system against corruption, provides clear thought point- er for carrying out the construction of anti-con＇uption and advocating incorruption, planning the path of comprehensively promoting the construction of punishment and prevention against corruption under the new situation.
