高校核心工作是教学工作,办学水平也集中体现在教学过程当中。分解教学过程为教的过程和学的过程,提出两个主体;提出过程控制的基本要素,广泛涉及了目前存在的问题;强调了引导控制的优先地位;提出了双动力机制的思想。通过双动力机制实现两个主体的互相推动;实现教学过程控制的优化与创新;实现教学与人才培养工作的提升;实现办学水平的提升。
