摘要
从工程总承包模式角度,对D-B,EPC与BT模式在实践应用中参与方关系、适用范围以及承担工作进行了对比分析;从项目运行角度,对各模式项目要求建筑企业承担工作内容以及参与程度进行了对比分析,提出建筑企业承包BT项目所应具备的6项关键承包能力:决策分析能力、投标谈判能力、合同管理能力、融资能力、移交和回购风险管控能力以及社会关系资源支持能力。
From the aspect of engineering general contract mode,the three modes D-B,EPC and BT are compared in terms of the relationship of participants,the scope of application,and the work undertaken.From the aspect of project operation,a comparison is made among these modes regarding the work content and degree of participation of construction enterprises.It is proposed that construction enterprises should have six key abilities to contract BT projects,including the decision analysis ability,tender negotiation ability,contract management ability,financing ability,the ability of risk management and control during transferring and repurchasing,and the ability to obtain social relation and resource support.
