改革开放以来中国共产党社会管理思想的变化与启示——基于过程论的分析框架

The Evolution of the CPC’s Social Management Thought since the Reform and Opening-up and Its Enlightenment: an Analysis Framework based on the Process Approach

过程论为研究中国共产党管理思想的嬗变历程提供了新的视角。改革开放以来,中国共产党在社会管理实践探索的同时,社会管理思想也相应变化发展,大体经历了"稳定压倒一切"、"法治和德治相结合"和"和谐社会建设中的社会管理创新"三个阶段,逐步形成了中国特色社会主义社会管理思想体系。三个阶段的社会管理思想一脉相承,既有共性,又有差异;既有继承,又有创新,但社会管理的地位有所差异,社会管理的具体实施方式也各有所长。在新的形势下加强和创新社会管理,应当根据形势的发展坚持与时俱进的创新思路,把维护群众利益作为社会管理的缘起和归宿,以体制创新为重点推进社会管理创新。

The process approach provides a new perspective for studying the evolution process of the CPC＇ s management thought. Since the reform and opening up, the social management thought of the Party has evolved with the exploring practice of social management, and has experienced three stages, i. e. , ＂stability prevails eve rything＂, ＂combination of rule of law with rule by virtue＂, and ＂innovation of social management in building harmonious society＂, thus having formed the system of social management thought of socialism with Chinese characteristics. The three stages come down in one continuous line;there are both commonness and differences, both succession and innovation. But the position of social management varies in the different stages, and the spe cific implementation methods of each stage have its own advantages and disadvantages. To strengthen and inno vate in social management under the new situation, we should persist in the thinking of marching forward with the times according to the specific situation, treat the protection of the masses＇ interests as the origin and end of so cial management, and promote the innovation of social management through institutional innovation.
