This paper proposes a new summary for the fourth historic transformation under the leadership of the Communist Party of China. It is a shift of social economic development model since the beginning of the 21st century succeeding the social transformation （1940s） , institutional change （1950s）, and the economic transition （since late 1970s） accomplished in the 20th century. The paper systematically discusses the theoretical and practical bases and the possible factual conditions for the proposal of a fourth historic transformation and illustrates the great significance for the new summary of the fourth historic transformation.
