On the Implementation of Construction General Contract

中国建筑业要真正成为支柱产业,必须像实行工程招投标制度一样,推行工程总承包制度。本文在认真学习、思考的基础上,从可以形成一种综合的工程建设生产力、培养一种管理能力、造就一种新的竞争优势、促进大型建筑企业或企业集团的经济发展等四方面简要地阐述了推行工程总承包的意义,并提出了从发包方式入手大力推行工程总承包、立法保障工程总承包、创新工程总承包企业管理模式等具体措施。

If Chinese construction industry wants to become a pillar industry truly, it must implement EPC system like the practice of project bidding system. On the basis of careful study, this paper describes the benefits of general contract from four aspects, which are forming an integrated project productivity, developing a management capacity, creating a new competitive advantages and promoting the economic development of large-scale construction enterprises or enterprise groups. Furthermore, the better ways are proposed to implement the project general contract, including contract methods, legislation to protect the general contract, and general contract innovative enterprise management mode.
