云南沿边对外开放经济带资源环境基础及区域差异研究

Study of Foundation and Regional Differences of Resource-Environment along Border Opening-up Economic Belts of Yunnan

基于区位商理论和AHP决策分析法构建区域资源环境基础评价方法,以云南沿边对外开放经济带为例进行区域实证研究。结果显示:资源丰富地区主要集中在该经济带的西部和西北部县市,而东南部资源较匮乏;生态环境状况较好的地区集中在西北部和南部县市,而西部和东南部生态环境状况较差。总体上,该经济带资源环境基础处于一般水平,资源环境基础较好的地区主要集中在西北部,较差的地区则集中在东南部,区域差异显著,且出现了"富饶的贫困"现象。基于此,从6个方面提出云南沿边对外开放经济带自然资源综合开发与生态环境保护保育的对策与建议。

This paper constructs an evaluation model of resource-environment foundation based on the location quotient theory and Analytic Hierarchy Process to study the border opening up economic belts of Yunnan Province. The results show that the regions rich in natural resources are concentrated in the west and northwest of the research area and the regions relatively short of natural resources are in the southeastern part; the regions rich in good eco-environment are chiefly in the northwest and south of the study area and the regions of poor eco-environment are concentrated in the southeastern and western areas. The resource-environment foundation of the border opening up economic belts in Yunnan as a whole is on a common level, with regions of good resource-environment foundation in the southeastern part of the economic belts and the regions of poor resource- environment foundation in the southeastern part. The regional differences of resource-environment foundation are remarkable, even with a phenomenon of ＂rich poverty＂ in these regions. The paper ends with six countermeasures and suggestions for scientific and sustainable use of the region＇s natural resources and the protection of ecology and environment.
