原划拨用地入市后土地增值收益率的分区研究

摘要 划拨用地入市之前,需缴纳土地出让金,目前各地区制定的出让金标准一般都是按照标定地价的一定比例来设定。针对这一情况,提出不同地域单元应划分区片来分别制定出让金标准。在对土地增值收益及土地增值收益率概念进行界定的基础上,以2011年为现状年展,以县域为研究单元,分别计算了石家庄市域不同用途土地在不同区片的土地增值收益及增值收益率。最后,将各单位的土地增值收益率分别与社会经济因子、石家庄市域的城市等别进行相关性分析,采用聚类分析方法对市域内土地增值收益率进行分区研究。 Before the allocated land enters the market, land users need to pay land-transferring fees. At present, standards of land-transferring fees in all regions are set according to a certain proportion of marked price of land. This paper holds that the standards of different regions should be worked out according to different geographical conditions. On the basis of defining the concepts of the land value-added revenue and the land value-added rate of return, the paper calculates the land value-added revenue and the land value-added rate of return in 2011 of different counties of Shijiazhuang City. Finally, a correlation analysis is done of land value-added rate of return of different units and the socio-economic factors as well as the city land grading of Shijiazhuang City and a divisional study of land value-added rate of return within the city using cluster analysis method.
