摘要 本文在分析二三维一体化GIS实现途径与技术要求的基础上,针对应急指挥信息系统的特点与要求,从数据组织、系统集成框架、图形显示与操作框架以及二维标号到三维标号转换等方面阐述构建了二三维一体化应急指挥信息系统的基本思路和技术途径,并通过编程实践证明了所采取措施的可行性和有效性。 Based on the implementation approaches and technical requirements for two and three dimension integration on GIS and according to the characteristics and requirements of Emergency Command Information System, this paper describes the basic idea and technical approaches of building Emergency Command Information System, which includes data management, sys- tem integration framework, geo - spatial data visualization and operation architecture and transformation from two - dimensional plotting to three - dimensional plotting. It also demonstrates the practicability and availability of building Emergency Command Information System by programming.
