农村公共服务投资结构效率测算及其影响因素分析

Measurement on the Structure Efficiency of Rural Public Service Investment and Its Determinants

研究利用2007～2009年的统计数据,运用线性规划模型及受限因变量Tobit模型,测算了全国31个省(自治区、直辖市)的农村公共服务投资结构效率,并对其影响因素进行实证研究。研究表明,2007～2009年,不同地区农村公共服务投资的结构效率呈现出梯度变化特征,即东部地区比中部地区高,而中部地区又比西部地区高;三年中均达到帕累托最优效率状态的只有上海市和海南省;我国农村公共服务投资结构效率存在明显的地区差异;各地区农村公共服务投资结构效率变异系数比较小,均小于0.080;经济发展水平、人口规模、地理区位等对东、中、西部的农村公共服务投资结构效率差异形成产生了重要影响,而财政分权度、辖区间竞争对农村公共服务投资结构效率影响不显著。

By using the statistical data from 2007 to 2009, and linear programming model and limited dependent variable model of Tobit, the paper measures the structure efficiency of rural public service investment in 31 provinces （ autonomous regions and municipalities）, and an empir- ical study is made on the determinants of the investment. Results show that the structure efficiency of rural public service investment in different regions show a gradient change, with eastern China takes the lead, followed by the central and western regions in order. Only Shanghai and Hainan reached the Pareto optimality in the three years. The investment structure efficiency has obvious regional differences and the coefficients of variability in different rural areas are very small, which are less than 0. 080. Economic development, population size and geographical location all play major roles in the differences of structure efficiency of rural public services investment in eastern, central and western regions. Meanwhile, fiscal decentralization degree and the competition among the regions have insignificant influences on it.
