欧盟是当今世界上最成功的经济同盟组织,其优惠性原产地规则适用于欧盟与第三国缔结的优惠性贸易协议以及欧盟单方面制定的优惠制度。由于欧盟在与其他国家签署区域贸易协定时基本采用了相似的一套原产地规则,欧盟原产地规则已在50个国家和地区适用并逐步形成了泛欧体系。泛欧原产地规则在当今世界有着十分重要的地位,被喻为世界上最严谨的原产地规则,并被其后建立的区域贸易安排所效仿参照。本文将以欧盟的优惠性原产地规则为研究对象,对其具体内容和规则特点做深入探讨和评析。

EU is no doubt the most successful economic union in the world. Particularly, its preferential rules of origin apply to preferential trading agreements concluded with another country or system of preference made by EU. Nowadays, thanks to the similar set of rules of origin adopted by EU when signing regional trading agreements with other countries, EU＇s rules of origin have applied to 50 countries and regions, and then, gradually developed into a pan-European system. The pan- Euro rules of origin is so important that it has been an object of preference to regional trading arrangements set up after EU. Also, it has been called ＂the most restrict rules of origin＂ in the world. This paper made an in-depth elaboration and analysis of the EU＇s rules of origin.
