经济体制改革的核心问题是处理好政府与市场的关系,要转变政府职能,打破行政垄断,必须弱化政府对微观经济活动的干预,保障市场发挥配置资源的基础作用。要认识到市场是经济发展的主体力量,政府是创造环境的主体。为此,要推进政府从全能政府、管制型政府向有限政府、服务型政府、法治政府的转变,保证各种所有制经济依法平等使用生产要素、公平参与市场竞争、同等受到法律保护,逐步建立以权利公平、机会公平、规则公平为主要内容的社会公平保障体系。

The core issue of economic system reform is to deal with the relationship between government and market. In order to transform government functions and break the administrative monopoly, it's necessary to weaken the government intervention in micro-economical activities and give full play to the basic role of market forces in allocating resources. It should be recognized that market is the main power promoting economic development,and government the main power creating a favorable environment. Therefore, we should advance government turn from an all-round and regulation-orientated one to a limited, service-oriented and law-based one, and build up a social justness and security system with the main content of fair right, fair opportunity and fair rule.
