Starting from the developing status of secondary vocational education at present, the paper makes a simple elaboration and discussion on the six elements, which are ＂market researches, college-enterprise cooperation, the setting of majors, the curriculum sys- tem, teaching modes and the cultivation of people＂, and gets a conclusion that the foundation of secondary vocational education is the problem of＂people＂. Only by solving this problem, can secondary vocational education make a greater success.
