民族地区公共决策过程中的公众参与探析

Public Participation in Decision-making Process in Minority Nationality Areas

保障和扩大公众参与是确保行政决策科学化、民主化的一条重要途径。对于民族地区来说,在政府公共决策过程中扩大公众参与,对于构建地方服务型政府、实现民族区域自治、维护民族地区社会稳定具有特殊重要的意义。当前,受经济发展相对落后、公众文化素质较低以及特殊的行政文化等因素制约,民族地区公共决策过程中的公众参与仍然处于较低水平,这对民族地区发展非常不利。今后应当从政府、公民、制度等层面采取措施,切实把公众参与融入到公共决策过程中。

Public participation is very important in promoting democratic and scientific policy making. For minority nationali ty areas, public partieipation will contribute to service oriented regional government, regional autonomy for minority nationalities and soeial stability. Now the level of public partieipation is low on publie policy making because of backward economy, low cul tural quality and special administrative culture. The low partieipation level is harmful for minority nationality areas development. Therefore, measures should be taken to integrate publie participation into policy making progress from the aspect of government, citizen and the system of regional autonomy for minority nationalities.
