正定历史文化名城保护的困境与出路

Dilemma and Outlet for the Historical and Cultural City Protection of Zhengding

自2011年8月住建部和国家文物局对河北省历史文化名城、名镇、名村保护工作进行全面检查以来,河北省委省政府对全省保护工作高度重视,多次专题研究调度,于2012年印发了《河北省历史文化名城名镇名村保护工程实施方案》,详细、谨慎地规划了未来5年河北历史文化名城保护工作,并下发了3200万保护专项资金。笔者于2011年末至2012年初对正定历史文化名城进行调查研究,结合一年来对正定保护工作进展的观察,概括了正定的特色价值,指出了当前存在的诸多问题,介绍了我国历史文化名城保护的有关经验,并对正定的保护和发展提出建议,为推动《河北省历史文化名城名镇名村保护工程实施方案》的出台和正定历史文化名城保护工作起到了积极作用。

Since the Ministry of Housing and Urban- Rural Development and the State Administration of Cultural Heritage started to carry out overall inspection on the protection of historical and cultural cities, towns and villages of Hebei Province in August 2011, Hebei provincial Party committee and provincial government paid great attention to the protection work of the Province and launched many theme research and study. In 2012, it issued the Implementation Plan for the Historical and Cultural Cities, Towns and Villages Protection Project of Hebei Province, in which the future 5 years of historical and cultural city protection work of Hebei Province was planned in detail and prudently. Besides, 32 million yuan of special fund for protection was allotted. The Authors investigated and researched the historical and cultural city of Zhengding from the end of 2011 to the beginning of 2012 and by combining the one-year observation to the protection work of Zhengding,the Authors were able to summarize the characteristic values of Zhengding; besides, many existing problems were put forward and the experience about the protection of Chinese historical and cultural cities was introduced briefly and some suggestions on the protection and development of Zhengding were given, therefore played an active role in promoting the issuance of the Plan and the protection of Zhengding, the historical and cultural city.
