借鉴日本建筑确认制度完善我国相关监管体系——建筑安全一元化监管思路初探

Improving the Regulatory System in China in Reference to Building Confirmation System of Japan ———Preliminary Study on the Idea of Centralized Building Safety Regulation

分析以建筑施工图设计审查制度为代表的我国建筑安全监管体系存在的问题,借鉴日本建筑确认制度的优点,提出整合《建筑法》,实现标准化的建筑审批制度;在规划部门设立"建筑主管制",实现一元化的规划设计审查、施工过程关键节点检查与完工验收"一条龙管理"的制度思路。

Through the analysis of building safety supervision system of government, especially of the three prob- lems in the Construction Drawing Design Review-oriented safety supervision system, proposals have been made to integrate ＂building law＂, to simplify and clarify minimum standards for public safety, in reference to the advantages of Building Confirmation System of Japan as well, to refine and implement standardized building approval system. Meanwhile, set up a＂Building Supervisor System＂ to realize the new idea of＂one-stop management＂ system design which includes unified planning and design review, completion inspection and acceptance of the construction pro- cess of key nodes.
