旧工业建筑(群)再生利用没有明确的政策法规,在实践中成为制约其协调开展的关键问题。从实际运作现状出发,通过调研整理各地方政府的相关政策,分析其实施中的可操作性,进而从用地性质、建筑物用途等方面研究当前政策制定中的法制瓶颈,提出了修正和完善的政策建议,以推动再生利用在法制的轨道上健康发展。

There are no clear policies and regulations of the recycling of old industrial buildings （ group ）, which be- eomes the key to promote such projects in practice concertedly. Starting from the actual situation, researching the policies of local governments, and analyzing the maneuverability of them, this paper explores the current legal system bottlenecks in the land usage and the usage of the house ere. and proposes several amendment suggestions to promote the healthy development of recycling projects in the orbit of legal.
