摘要
随着中国企业"走出去"步伐的加快,在同一国家或地区获得多个EPC总承包项目的机会越来越多。中国石化炼化工程板块在哈萨克斯坦已经获得了多个EPC总承包项目,以此为例,探讨了为降低设备材料的采购成本,根据EPC项目各装置所需设备材料的相似性,通过统一各项目的设计规定,统一供应商管理,统一物流规划,加强企业之间的协调,从而实行采购集中管理的可能性。
With the stepping-up implementation of the "going out" strategy, Chinese enterprises have more chances to win multiple EPC contracts in the same country or region. Sinopec has won several EPC contracts in Kazakhstan on refining and petrochemical projects. This paper, taking it as an example, based on the equipment and material similarity in the EPC projects ongoing and the projects likely to win, discusses the possibilities of the centralized management of procurement in order to reduce the procurement cost of the equipment and materials, by the means of the uniform engineering specification and suppliers management, the integrated logistics planning and the enhancement of the coordination among the enterprises.
