流动人口犯罪案件数量多,所占比重大,逐渐成为城市犯罪的主体。导致流动人口犯罪多发的原因是多方面的,经济因素、社会因素和个体因素相互杂糅,在各自范围内都对流动人口犯罪的发生产生一定影响。防治流动人口犯罪,重在预防,需做到预防与治理相结合。由此,转变刑事制裁观念,提倡积极预防,贯彻宽严相济的刑事政策和创新社会管理体制尤为必要。

Floating population gradually became the main subject of urban crime.The reasons of floating population committing crime are diversity.Economic,social and individual factors and so on,all those factors mixed together to make an impact on crime of floating population.To combat crime of floating population lies in prevention,and the combination of prevention and treatment.It is necessary to change the concept of criminal sanctions,promote positive prevention,and implement the criminal policy of combining punishment with leniency and innovative social management system.
