Consultative democracy as a new utterance of western post-modern democratic theories quietly emerged in the early period of this century.Through several years of development,it has enjoyed popular supports among people as a democratic idea.In the today of diversified culture and independent thinking,such problems as how to let each citizen carry out free equal and satisfied communications in consultative situations and how to guarantee the impartiality of the consultative results and share the consultative results impede the process of consultative democracy to a certain extent.As an invisible and profound power,consultative culture regulates and guides the consultative behavior of the consultative subjects and provides a solid political and cultural foundation for consultative democracy.
