本文认为 ,国有经济战略性调整应当与产业结构优化相结合 ,也能够有效地结合起来。要根据不同产业在国民经济发展中所发挥的不同作用和运行特点 ,按照“有进有退”、“有所为有所不为”的原则 ,优化国有经济布局与产业结构。

The author holds that the strategic readjustment of the state economy should be combined with the optimization of industrial structures.This can be done effectively. Based on the different roles which different industries play in the development of national economy and peration characteristics and according to the principles of “developing what should be developed, withdrawing what should be withdrawn”, “doing what should be done ,while leaving others alone”, optimize the layout of the state economy and industrial structures.
