摘要 我国要真正实现2020年碳减排约束性目标及经济低碳绿色发展,关键在于环境机制设计和技术创新。我国以"晋升锦标赛"及财政分权为特征的地方政府治理模式不利于降低碳排放水平,而政府过度主导经济增长的机制不能提供经济碳减排的有效激励;现有的环境规制工具设计也不能提供资本体现式技术创新的任何激励,较难形成支持经济低碳绿色发展的技术创新系统。因此现有碳减排机制设计下我国的碳减排目标难以真正实现,必须设计合理的环境机制及刺激技术创新以实现经济低碳绿色发展的政策。 If we want to truly achieve the binding carbon emission reduction targets in 2020 and economic low-carbon green development, the key lies in the environmental mechanism design and technical innovation. The results show that, China' s local government governance model which takes "political promotion tournament" and fiscal decentralization for feature is not conducive to reduce the level of carbon emissions, and excessive government-led economic growth mechanism can not provide effective incentives of economic carbon reduction. Although the capital-embodied technological innovation is very important to low-carbon green development of the economy, the existing environmental regulation tools design does not provide any incentive for capital-embodied technological innovation, which is more difficult to form a technological innovation system to support economic low carbon green development. Therefore, China's existing carbon emission reduction mechanism design is difficult to burly realize our carbon emission reduction targets, so this paper proposes some policy recommendations about how to design a rational environment mechanism and stimulate technological innovation in order to achieve economic low-carbon green development.
